How The GPEA Affects You

Over the last 10 years the federal government has been talking about migrating towards a paperless office.  Some agencies have adopted this, some haven’t.  The GPEA (Government Paper Elimination Act) states that government records are to be created, used and stored electronically.  The purpose of this act is to save the industry time and money by reducing the vast amount of government paperwork.  Electronic signatures will have the same legal weight as paper signatures and recognizes e-commerce as a legally binding transaction. 

Currently, one agency could receive 5,000 bids for one program.  They all have to be timed and stamped.  If you take multiple programs x multiple agencies x 50 states, this equals an immeasurable number of documents.  The GPEA will dictate when these documents make the transformation into an electronic format.

What Documentation is Required?

The updated ISO 9001:2000 standard specifically requires a Quality Policy and Quality Objectives, a Quality Manual, and Documented Procedures. Documented procedures include specific documents identified in the ISO 9001:2000 standard and other documents needed to ensure effective Process Planning, Operation and Control (Element 4.2.1).  To determine what additional documents are needed, the new standard emphasizes a "process approach" and a "system approach" to documenting and managing the QMS.  Needed QMS documentation should be appropriate for the size and type of the organization, the complexity and interaction of processes and the competence of personnel.
